The Haryana Government has set up this University by an Act of the Legislature on April 2, 2003. The University took over the infrastructure and the teaching faculty provided by the Kurukshetra University in the Post-Graduate Regional Centre, Kurukshetra University, Kurukshetra which had been functioning at Sirsa since November 2000.

The University is located on a sprawling campus of about 213 acres of land in Sirsa town located at a distance of about 280 kms from Delhi and 285 kms from Chandigarh. The town is also connected by rail on the Rewari- Bathinda line.
